FVPC Minutes – EGM 12.10.2020

Minutes of the Extraordinary meeting of the Parish Council held remotely via Zoom on Monday, 12th October 2020 commencing at 7.00 pm.

Democratic Period
Councillor Palmer welcomed everyone to the meeting. No members of the public were in attendance.

20/044. Apologies
Apologies were received and accepted from Cllr Harpur.

20/045. Code of Conduct and Declarations of Interests
None.

20/046. To consider a local needs housing application for a property located at Ringers Plot
Members considered the details (previously circulated) of a local needs housing application for a property located at Ringers Plot in Cattistock via mutual exchange.
Bob Roberts from Magna Housing Association (MHA) answered various questions from councillors, and some discussion took place around the following issues:
• Queries over which out of the S106 agreement/Homeswap agreement takes precedence;
• Whether the local needs criteria in the statement of intent between FVPC and MHA were met;
• How the processes and criteria in place may or may not translate to a mutual exchange; and
• Whether anyone on the substantive housing list would meet more of the local needs criteria.
Mr Roberts agreed to contact Dorset Council to establish whether there was anyone with local needs connections currently waiting to be housed in Cattistock. Members noted that as this was a mutual exchange situation rather than a vacancy, this might not necessarily facilitate a new exchange/transfer but it was agreed that due diligence with respect to the local needs criteria needed to be undertaken before permitting the proposed exchange.
